It looks like a strap, which I'm guessing is connected to the Timcampy-shaped mask he's got on in back there. Akamaru Jump is published in the summer so the theme here is Japanese traditional summer festivals -- they're all dressed in yukata and holding things you'd find at festivals, i.e. the cotton candy, the mask, and Rabi's candy apple. (mmmm, I want one of those...)
