If I am not wrong he turned 180 or 190 this year right? There was one part in the anime where it say the year is 1828. Can't remember exactly >.> So we have a little parody.

Uh, actually we don't know the exact year DGM is set in, but the first chapter of the manga tells us it's at the end of a fictionalized 19th century. Many people speculate the 1890s, specifically.

Wasn't it the "the imaginary end of the 19th century"? I think people are taking that too literal considering that Edo was renamed Tokyo in 1868.

Yes, in fact, it was. 世紀末 (seikimatsu) in Japanese, which leaves even less doubt that the intent is the very end of the century, not just the latter half of it. Being that it's an imaginary fantastical version of Earth, I think we have to take Tokyo still being named Edo as artistic license. (Or, really, it could have something to do with the fact that all of Japan has been under the Earl's thumb for who knows how long, so the reforms that led to the change in capital and Edo's name switching to Tokyo just never happened in this universe.)

I had always gone with the assumption that "the end" meant the end of the world, rather than when it takes place. As in, the war against the Earl was bringing about a premature end to the century. If that makes any sense.

I guess it's not impossible, but it seems a bit of a stretch to me. 'Seikimatsu' is an actual dictionary word, which just refers to the tail end of a given century; and it's given to us on the second page of the manga, long before we hear anything about the Earl or the war. I really think it's just a time setting and not any particular commentary on his plans for the world.
