Hummm well if it hasn't been picked up by now I'd say the chances are lower that it will, but it may still. There isnt that much buzz, and the anime isn't that great so I dunno.
And i know nothing about english VAs so I really couldnt say. Id say for sure that I'd still want a woman to voice Allen though >.>
I dunno, some pretty crappy and unknown anime still gets dubbed (Weiss Kreuz comes to mind, lol)... On the other hand, Gurren Lagann which is extremely popular just got picked up and it ended in September or something I think.

I think there is a possibility that it may be picked up later, but it has been a while. I thught it would have been picked up by now @.@
